I am in need of creating multiple sized vias that are tented in V25.
From my understanding, you can assign a via to a net type (Signal, Power, Ground etc) which will be tented if marked so within Net Classes.

I have tried creating a new net class with a different Via size attached to this, but the via's are never tented.

Is there a way around this, or am I missing something simple?

When you're creating your plots, if you're not using a dedicated resist layer but have plots with (Resist) in brackets, you need to highlight each of these plots then look at the 'Settings' tab for each one. That determines how vias are handled. Press <F1> to bring up the relevant help when you're looking at the settings.

Check settings under Design Technology=>Layers for solder resist layer. You have multiple choices and its easy for one setting to over-ride others. Whilst some settings are ANDed, some are ORed !
