During Setup, the application needs to use one of the Easy-PC program modules to verify your product key code. This module depends on the presence of some Microsoft runtime libraries - these are usually automatically installed by Setup as a prerequisite, but on a small number of systems this doesn't happen, and you see the message "Unable to load Keylock.dll".

The solution is to download and run the relevant "C/C++ Runtime Files" from our Tools download page and then try running Setup again. At the time of writing (current version v23) it is the VS2017 runtime you need to install.
