Is this possible in EPC?

I have a circular board, and wish to rotate a group of items around the outside edge using the centre origin.

Try using Polar coordinates rather than rectanular coordinates. With the system origin placed at the centre of the pcb you should be able to set the polar steps/resolution to achieve what you want.
