Chemical etching using single sided positive photo etch pcb might just be possible in 30 minutes. It usually takes me ~ 45 minutes from start to finish for a double sided pcb but I have invested in UV boxes and acid and developer tanks. Mechanical milling of pcb tracks using a NC machine could take longer depending on pcb complexity.

Plenty of hits if you Google the subject.

indiegogo http://igg.me/at/ppcbs/x/10030136

but the problem is the home user like to use those materials?

Yes, they are commonly used PCB chemicals for DIY pcb manufacture.

But I prefer sodium persulphate to ferric chloride to etch the copper, and I use weak sodium hydroxide solution for the photo-developer.

Hmm... indeed.

It could be coincidence, but I have a feeling that you are in some way connected to the product in that second link.
