 SMT pads get flooded regardless?

When I pour copper, all SMT pads get flooded whereas vias come out spoked as expected except where I've set them to "Not Isolated" on purpose.

The dialog (when pouring) states it's following a rule to flood all SMT pads, and that it's getting this rule from "Design". I've been into the Rules tab but there's nothing there about flooding pads, and I can't seem to find anything defining what happens to pads when pouring anywhere else, other than the Properties tab but the pads themselves are all set to "Default Connection", definitely not to "Not Isolated". If I change one or more to "Isolate from Plane" it behaves as expected, but changing it back to Default floods it again

So where is it getting this rule from, and how do I change it? I'm using V19 btw.

Under "Rules" dialogue,-
Top left hand corner is PowerPlanes <Default> with drop down arrow. Click this to choose Through Hole and/or SMD pads etc. Also an "Override Default" box can be ticked or not, along with the box below (sometimes greyed out).
Hope this might help to solve your issue.
