I am not sure I understand the gap measurement function.
Example:
'Design Technology - Spacings - Tracks/Tracks' is set to 4 thou.
If the space between two tracks is smaller than 4 thou, the gap will be displaying 4 thou. While the real gap is 2 thou. Seems that the measured gap is never lower than the parameter set at Design Technology settings.

Any ideas?

'Design Technology - Spacings - Tracks/Tracks' is set to 4 thou.

This means that the isolation gap between the tracks must be at least 4 thou to not to generate a Design Rule Error.

Using the Utilities=>Measure tool you can determine Distance, Shortest and Gap although the highlight will still show between the centre lines of the track. Setting the Track to Track clearance gap doesn't stop you infringing it, (although Online DRC will warm you, if enabled) and DRC will flag an error.

Not sure where you get "the gap will be displaying 4 thou." from?

Hope this helps!
